Wyoming has very limited options for selling it's main export, Coal for energy production. As the United States converts to other energy sources, Wyoming needs a sustainable revenues for government services. The clean power plan may cut state revenues by 31-63%. The only state revenue source that has had enough scale to provide all of the necessary services is coal. There does not appear to be a realistic replacement revenue source for this natural resource in our state's immediate future. This 1 coal terminal may very well function as a life-line to the people of Wyoming. For this reason, and with a goal of systematically drawing down coal production as matched by state income diversification over the long-run, the Millennium Bulk Terminals-Longview Proposal should be approved as a 25-50 year long project.
