Comment #8 - Rail Improvements in Longview
Rail and highway infrastructure improvements in the City of Longview must be made before the 16 coal unit trains proposed by Millennium's coal export terminal should be allowed to operate. These improvements include: an elevated intersection at SR432/SR433; an additional rail bridge across the Cowlitz River; a private, elevated entrance into the Weyerhaeuser plant; and other improvements to rail tracks. So far, the proposed improvements total $356 million which are planned to be funded by taxpayers. However, complete funding for this huge improvement project has not been committed and may never be available. Without the rail/highway infrastructure improvements, vehicle traffic will be at gridlock. All freight trucks, commercial vehicles, emergency vehicles and people trying to get to work would not be able to move in and out of the City of Longview.
I request the No Action Alternative for Millennium's Proposed Action.
