    The SEPA DEIS public comment period is from April 29, 2016 through June 13, 2016. Comments submitted before or after the comment period will not be considered as SEPA Draft EIS comments. Please submit your comments during the official comment period.

    There will be a variety of ways to submit comments, including online, by mail, and at the public hearings/open houses. The details on how to submit comments will be included in the SEPA Draft EIS public notice. If you have previously sent comments (prior to the commencement of the formal SEPA Draft EIS comment period), you should resubmit them during the SEPA Draft EIS comment period to ensure they are considered by the Co-Lead Agencies when preparing the Final EIS.

  • Proposed Action

    Millennium Bulk Terminals – Longview (MBTL) LLC, based in Longview, Washington proposes to construct and operate a coal export terminal at the site of the former Reynolds Aluminum smelter in Cowlitz County. The MBTL proposal is for a facility that would ultimately have the capacity to handle 44 million metric tons of coal annually.
